CONSULTATION RESPONSE ON A SIMPLIFIED EQA SYSTEM

We recently consulted on changes to our external quality assurance (EQA) system, proposing a move away from a system where EQA is delivered by a wide range of different organisations to one where EQA is delivered by either Ofqual or, for integrated higher and degree apprenticeships the Office for Students (OfS), in line with a framework set by the Institute.

The consultation was launched on 27 February 2020 and closed on Thursday 21 May, following a 6-week extension. We are grateful to everyone that responded, particularly during the time of the COVID-19 restrictions.

DECISION

We have carefully considered the feedback from the consultation, as well as from further engagement with various stakeholders. Our decision is to proceed with the proposal, with some important changes to refine and strengthen it. This includes creating a directory of employer-led organisations, that Ofqual and OfS can draw on. This will ensure the employer’s voice remains central to ensuring that apprenticeships, and end-point assessments, retain relevance and credibility with employers.

We have set out a plan to transition to the new system over the next two years. We will keep this under review, to offer an agile and responsive service.
