To reach this target, the sector needs 11,538 new Apprenticeship sign ups every week – a number not being reached at the moment.
According to McCurdy, one in three apprentices also fail to complete their course, meaning the government is set to be left with one million uncompleted Apprenticeships in five years.
She sets out the importance of deciding how to count Apprenticeships, identifying why so many are not completed, and what their purpose should be to begin with.
