This report reviews the National Minimum Wage (NMW) including the state of the economy, the labour market and the operation of the NMW. It makes recommendations to the government for the level of each of the following rates of the NMW to apply from October 2016:

  • the new minimum wage for 21 to 24 year olds
  • the Youth Development Rate affecting 18 to 20 year olds
  • the 16 to 17 Year Old Rate, and
  • the Apprentice Rate

The report also provides initial analysis of the impact of the new National Living Wage (NLW) for workers aged 25 and over which comes into force on 1 April. Our autumn report to government will include recommendations on the NLW rate to apply in 2017.
