This report analyses changes to the published prices of regulated qualifications in England between 2017 and 2019.

Price changes are calculated using representative baskets of qualifications. The basket of general qualifications includes all GCSE, AS and A levels with 3,000 or more certificates in England, which led us to analyse 168 individual qualifications accounting for 94% of GCSE and 83% of AS & A level certificates.

The basket of vocational and technical qualifications (VTQs) covers a representative sample of 255 qualifications, selected using specific criteria. While the qualifications selected represent just 3% of the roughly 10,000 active VTQs regulated by Ofqual, they cover 36% of all VTQ certificates issued and are representative of the full spectrum of vocational and technical subject areas.
