Non-Levy Bidding: What did we Learn?

As Hurricane Irma has finally begun to subside, the storm of ESFA non-levy bidding has also dissipated, at least for now. Like the previous non-levy procurement, abandoned earlier in the year, this latest exercise has courted plenty of controversy. There has been widespread concern at the complexity of the process, the determination of contract caps, and the mountain of clarification queries. But is any of this really any surprise? The challenges in commissioning apprenticeships are arguably so inherent that it is probably impossible to design a competition which does justice to the job.

New Education Committee to prioritise social justice and productivity

The House of Commons Education Committee, chaired by the Rt Hon Robert Halfon MP, met for the first time on Tuesday 12 September and agreed its initial programme of work for the new Parliament. The Committee agreed that its work in this Parliament will focus on two themes: social justice and productivity.

Sector Response to Eileen Milner's appointment as new ESFA Chief Executive

Eileen Milner has been announced as the new ESFA Chief Executive from November 2017. Eileen will replace Peter Lauener, the current Chief Executive Officer of the ESFA, who has held the post since 1 April 2017 and in predecessor organisations since April 2010. Peter Lauener will step down at the end of November 2017.

Sector Response to the learndirect 2017 inadequate Ofsted Report

Learndirect will be receiving a £45 million allocation from the 2017 / 18 adult education budget, despite its recent Grade 4 Ofsted report. Along with other providers, Learndirect will be receiving a run-down provision, which will be calculated following a review. DfE's priority is minimising disruption for those apprentices who are still receiving training.

Concern raised over Non-Levy Funding Media and Press Release DfE sign off

The Association of Employment and Learning Providers have raised concern over a clause in the Non-Levy Funding ITT around DfE sign off on press releases and media contact surrounding the Non-Levy Funding contract. Within the terms of the contract sent out by the Education and Skills Funding Agency, clause 25.2 states:

National Statistics Office data: 14.5% increase in Apprenticeship Starts & 53.1% increase in Higher Level Apprenticeships in 2016/17

The Department for Education and the Education and Skills Funding Agency have provided a National Statistics Office update to their Further Education and Skills statistical data today about learner participation, outcomes and highest qualification held in further education and skills, reported for July 2017.

The Latest FE Choices Learner Satisfaction Survey 2016 to 2017 National Report is released

The latest FE Choices Learner Satisfaction Survey results for 2016 - 2017 have been released today, please see the outcomes below:  Executive Summary Introduction This report provides an overview, at a national level, of the findings from the FE Choices Learner Satisfaction Survey 2016 to 2017. (Please see Appendix 1 for further information about the survey.) This report focuses on the Learner Satisfaction Survey results only. Key Findings The Learner Satisfaction Survey provides a rich dataset, which can be analysed by a wide range of variables including age, level of study and gender. Additional analysis also took place by subject area and apprenticeship framework. This level of detailed analysis is possible because of the robust methodology employed by the survey and the large number of responses and the matching of learner responses to the ILR. All differences highlighted between groups are statistically significant. The key findings from the survey at a national level are: Question 8: Recommendation (How likely is it that you would recommend the learning provider to friends or family?)
