ESFA: Inform October 2018

Monthly e-news for MI managers, software writers and suppliers about FE data systems and reports, the ILR, open data and other data news.

1. Action: final funding claims for 2017 to 2018 deadlines

Following the delay in opening the final funding claim window, the claim dates have been extended to the following:

You will not be able to complete the form after the deadline on Monday 29 October 2018.

The adult funding claims guidance and the 16 to 19 education funding guidance for the 2017 to 2018 academic year can be used for guidance.

Use the user guide to help you complete the form. We will process the final reconciliation transactions for 2017 to 2018 in December 2018.

2. Information: earnings adjustment statement (EAS) unavailable until Return Period 4

EAS (earnings adjustment statement) will not be available until 23 November, when Return Period 4 opens. This is because we are changing the way we collect EAS data, to make it quicker and simpler for you.

Instead of adding your claims through an online form, you will need to upload them as a CSV file.

More details, including a copy of the template file to use for the CSV upload, will be made available soon.

3. Information: 2017 to 2018 final reconciliation statements

Following submission of your 2017 to 2018 final funding claims for the grant funded allocations listed below, your final reconciliation statement will be published via the Managing your education and skills funding, (previously known as, Skills funding service) by the end of November 2018.

  • a grant for your Adult Education Budget (AEB)
  • a grant with an Advanced Learner Loans Bursary contract
  • a Learner Support contract
  • a Community Learning contract

We will process the final reconciliation transactions for 2017 to 2018 in December 2018.

4. Hub corner

4.1 R14 for 2017 to 2018

In R14 we processed 7,719 files from 1,643 providers. Over 640 providers submitted their first R14 file within the final 4 days of the R14 collection window, 167 of these submitted their first R14 file on the final day.

1,643 ILR files were submitted on the last day of the collection window, which is over 21% of the total files submitted during the entire collection window.

4.2 R02 for 2018 to 2019

In R02 we processed 5,289 files from 1,394 providers. Over 725 providers submitted their first R02 file within the final 3 days of the R02 collection window, 259 of these submitted their first R02 file on the final day.

1,437 ILR files were submitted on the last day of the collection window, which is over 27% of the total files submitted during the entire collection window.

4.3 Individualised Learner Record (ILR): R03 for 2018 to 2019

The ILR R03 data collection for the 2018 to 2019 funding year is now open and will close at 6pm on Tuesday 6 November. We recommend that you submit your data as early as possible and that you review your validation and funding reports that are available to you on the Hub.

4.4 Known issues documents

We publish known issues documents for Data Returns, Funding Information System (FIS) and the ILR Learner Entry Tool on GOV.UK. These documents include details of all active and closed known issues for the systems, they provide details of any suggested actions and advise when the issues have been resolved.

An updated version of the 2018 to 2019 document is now available , this includes details on the resolved issues and new issues that have been opened. If you identify any issues that are not included in these documents please email our service desk or call us on 0370 267 0001.

5. Information: financial assurance – funding rules monitoring reports

We have published the 2017 to 2018 funding monitoring reports in the new location and format on the Hub. We have also published a narrated powerpoint to explain how to access and use the new reports.

We will publish the new 2018 to 2019 reports at R04 in line with the ILR Freeze schedule. For further information, please contact the funding rules monitoring team through the service desk.

6. Information: withdrawal of apprenticeship frameworks

As previously announced, the government will move from apprenticeship frameworks to standards by 2020. We can now confirm that all frameworks will be withdrawn by the 2020 to 2021 academic year, as we expect that employers and providers will have completed the transition by this date.

The last date for new starts for all remaining live apprenticeship frameworks will be 31 July 2020. All starts from 1 August 2020 will be on new, employer-designed standards.

7. Information: ILR Validation Rules for 2018 to 2019 (version 2)

The latest version of ILR Validation Rules for 2018 to 2019 have now been published and are available to view on GOV.UK.

8. Information: feedback from employers introduced into the apprenticeship service

At the end of September we announced an exciting new feedback feature for the apprenticeship service.

Since the feature was introduced, we have received thousands of reviews from employers invited to give feedback on their experiences working with their training providers.

The feedback received to date is now available on Find apprenticeship training by searching for a specific training provider in the provider search pages. With each round of employer invitations and reviews received, we will build up a bigger and better picture of the providers delivering apprenticeship training.

In future, we plan to make this employer feedback one of the key metrics in all searches made on Find apprenticeship training. This will enable employers to filter their search results, and help them choose training providers that best suit their business needs.
