Richard Healey Appointed To Senior Post At Learning and Skills Council

P> The Learning and Skills Council (LSC) announced the appointment of Richard Healey as its new Finance Director. Healey will lead the Finance division and will be responsible for the development, implementation and continuous improvement of financial processes and policies throughout the LSC.

"I am delighted to be appointed as the Director of Finance for the LSC. Building on the work done in the last four years I intend to continue both improving systems and delivering the finance services that our customers request," said Healey Last year, the LSC's budget was £8.8 billion of which £4.8 billion was spent on young people and £2.9 billion on adults.

Prior to his appointment as Finance Director, Healey spent the last three years at the LSC as Director of Financial Innovation. In charge of developing financial policy, improving finance systems and coordinating professional training, Healey was a keen driver in improving the efficiency and certainty of LSC finance systems including the introduction of electronic remittance advices.

Before joining the LSC, Healey worked at the Export Credits Guarantee Department. He was responsible for the full strategic input into the business as member of the Senior Management Team and was in charge of Finance, Internal Audit and Information Systems functions. Healey's previous positions include South Wales Electricity, and Gwent College of Higher Education. He replaces Philip Lloyd who left the LSC in January 2005.
