Further Education Commissioner: deputy commissioners

Frances Wadsworth, Meredydd David, Martin Sim, Andrew Tyley and Steve Hutchinson have been reappointed as Deputy Further Education Commissioners from 1 January 2022. Frances Wadsworth’s reappointment term will end on 30 April 2023. Meredydd David and Martin Sim’s terms will end on 31 August 2023. Andrew Tyley and Steve Hutchinson’s terms will end 30 September on 2023.

Nigel Duncan has had his appointment by exception extended for six months, to provide consistency for, and allow for completion of, ongoing projects. His appointment will end on 30 June 2022.

Remuneration is £700 per day for up to 200 days per year.

Frances Wadsworth has declared the following interests:

  • Deputy Chair of Ofqual Board
  • Lay member of Thames Valley Advisory to the Magistracy

Andrew Tyley has declared the following interests:

  • Directorship of Tyley Associates Limited

Meredydd David has declared the following interests:

  • Vice Chair of the University of Chester

Nigel Duncan, Martin Sim and Steve Hutchinson have not declared any interests.

None of the Deputy FE Commissioners have declared any political activity.

The Further Education Commissioner’s team works with FE colleges to improve their quality and financial resilience. The appointments are made by the Secretary of State for Education.

Ofqual: chair

Ian Bauckham CBE has been appointed as chair of the Office of Qualifications and Examinations Regulation (Ofqual). He will serve from 1 January 2022 for a period of 3 years.

Remuneration is £55,120 per annum for a time commitment of 2 days per week.

Ian Bauckham has declared the following interests:

  • CEO and trustee Tenax Schools Trust (company number 07542155)
  • trustee of Confederation of School Trusts (charity number 1107640)
  • trustee of Sabre Education (charity number 1105489)
  • trustee of Association of School and College Leaders (trade union)

He has not declared any political activity.

Ofqual is a non-ministerial government department that regulates qualifications, examinations and assessments in England. The appointment is made by the Secretary of State for Education.

Office for Students: ordinary member

The Secretary of State for Education has reappointed Elizabeth Fagan to the board of the Office for Students (OfS) as an ordinary member for 3 years, from 1 January 2022 to 31 December 2024.

Remuneration is £9,180 per annum for an estimated time commitment of 20 days.

This appointment has been made under Schedule 1, paragraph 2(1)(d) of the Higher Education and Research Act 2017, which permits the appointment of up to 12 ordinary or non-executive OfS board members.

The register of interests of board members is published on the Office for Students website. Elizabeth has not declared any political activity.

The OfS is a non-departmental public body and has a remit to ensure that every student, whatever their background, has a fulfilling experience of higher education that enriches their lives and career.

A public appointment is generally a ministerial appointment to the board of a public body or advisory committee.

Public bodies across the UK deliver important and essential public services. This includes large public bodies overseen by boards of directors and small, advisory committees made up of lay members, experts and specialists.

An appointee to the board of a public body will often be involved in:

  • providing direction and leadership – this includes setting the organisation’s strategy, agreeing business plans to deliver the strategy and recruiting key staff
  • holding senior staff to account – this includes holding managers to account on how the body is managed, how business plans are delivered and how the budget is spent
  • representing the work and views of the body – this might be to ministers, parliamentarians, key stakeholders and the wider public

Those appointed to advisory bodies provide independent, expert advice to government departments and ministers on specific issues.
