This guidance sets out the criteria and process for further education corporations (FEC) seeking to apply to transfer to the higher education (HE) sector.
It updates and supersedes the Higher Education Funding Council for England (HEFCE) report ‘Transfers between the further and higher education sectors’ (2001).
It applies to FECs in England only.
Changes occurring as a result of the Higher Education and Research Act 2017 mean that:

HEFCE will no longer exist after 31 March 2018

this guidance continues until 31 July 2019. Applications for transfer into the higher education sector and to become a higher education corporation (HEC) can still be considered and processed by emailing HEFCE at [email protected]

the applying provider wouldn’t be eligible to receive new grant funding in the academic year 2018 to 2019 under the current system
-
to be eligible for grant funding from the 2019 to 2020 academic year onwards, all English higher education providers will need to join the Office for Students (OfS) register
This guidance will be withdrawn on 1 August 2019 and new guidance will be published.
