Who Is Ofsted?

Ofsted, the Office for Standards in Education, Children’s Services and Skills, is an independent, non-ministerial department of the UK government. Established in 1992, Ofsted reports directly to Parliament and inspects a wide range of services for children and young people, including schools, colleges, early years providers, childcare, and further education (FE) institutions.

Although Ofsted works closely with the government, it operates independently and provides impartial judgments about the quality of education and care in England.

What Does Ofsted Do?

Ofsted’s main responsibilities are to:

• Inspect and regulate schools, academies, FE and skills providers, early years settings, and independent schools.
• Assess childcare providers, including nurseries and childminders, ensuring they meet statutory requirements.
• Inspect social care services, such as fostering and adoption agencies.
• Publish reports that provide parents, learners, and communities with a clear picture of quality.
• Conduct research to inform education and social care policy.

Ofsted inspections look at a wide range of areas, including curriculum quality, teaching and learning, safeguarding, leadership, and outcomes for learners.

Ofsted’s Latest Reforms (2025)

In September 2025, following a major consultation, Ofsted confirmed significant reforms to the inspection framework by introducing their new Report Cards. These new report cards will come into effect from 10 November 2025 for early years, state schools, and FE and skills providers, and from January 2026 for independent schools and initial teacher education.

Key changes include:

• New 5-point grading scale replacing the old four-point system:
• • Urgent Improvement
  • Needs Attention
  • Expected Standard
  • Strong Standard
  • Exceptional
• New-look report cards for parents and carers, providing clearer, more detailed information about strengths and areas for improvement.
• Increased focus on inclusion, with a dedicated grade assessing how to support disadvantaged pupils, SEND learners, and those known to social care.
• More frequent early years inspections (every 4 years instead of 6).
• Wellbeing and workload reforms, such as capping inspection days, reducing paperwork, and fostering more professional dialogue.
• Stronger monitoring for schools and colleges falling below expected standards.

Ofsted and Further Education (FE)

FE and skills providers are a core focus for Ofsted, with around 80% currently graded as good or outstanding. Under the new framework, inspection areas include:

• Safeguarding and inclusion
• Leadership and governance
• Curriculum, teaching and training
• Learner achievement, participation, and development
• Contribution to local and national skills needs

Inspectors will also consider how well FE providers engage with employers and communities to meet workforce demands.

Ofsted and Artificial Intelligence (AI) in Education

Ofsted’s recent research highlights how FE colleges are adopting AI tools to:

• Reduce teacher workload (e.g. lesson planning, admin, communications).
• Enhance learning experiences (e.g. AI chatbots, translation support for ESOL learners).
• Support creativity in subjects such as art, design, and writing.

While AI offers benefits, challenges include managing plagiarism, ensuring digital access, and safeguarding learners. Ofsted encourages safe, ethical and responsible use of AI while recognising its growing role in preparing students for work.
